RELATING TO CHILDREN.

Establishes and appropriates funds for a two-year statewide task force to evaluate and make recommendations on the State's system responses to cases of child sexual assault and exploitation.  Specifies that when the family court determines that the child's parents cannot provide the child with a safe family home, the Department of Human Services may submit a permanent plan with a goal of guardianship and the court may award guardianship to an appropriate entity without termination of parental rights.  (SB1779 HD1)

RELATING TO ADULT PROTECTION.

Expands the adult protective services law by extending protections to vulnerable adults.  Enables the Department of Human Services to investigate and the court to have jurisdiction when reason exists to believe that a vulnerable adult has been abused or is threatened with imminent abuse.  (SB1184 HD1)

RELATING TO CRIMINAL PROCEDURE.

Appropriates funds to establish an automated and centralized warrant management system that can be accessed by all law enforcement personnel.  Appropriates funds for additional sheriff positions and vehicles to be exclusively dedicated to the service and execution of warrants.  (SB959 HD1)

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO REDUCE THE NUMBER OF NOMINEES FOR JUDICIAL VACANCIES.

Reduces the number of nominees presented to the governor and chief justice for various judicial vacancies from four to six nominees to three nominees.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 1, OF THE HAWAII CONSTITUTION, TO CHANGE THE AGE QUALIFICATION FOR THE OFFICES OF GOVERNOR AND LIEUTENANT GOVERNOR FROM THE AGE OF THIRTY YEARS TO THE AGE OF TWENTY‑FIVE YEARS.

Amends the constitution to change the age qualification for the offices of governor and lieutenant governor from the age of thirty years to the age of twenty‑five years.

RELATING TO INSURANCE FRAUD.

Establishes the insurance fraud investigations branch to replace the existing insurance fraud investigations unit to prevent, investigate, and prosecute (both civilly and criminally) insurance fraud relating to all lines of insurance, except workers' compensation insurance.  (SD2)

RELATING TO HEALTH.

Amends medicaid fee schedule to set the rate of payment at one hundred per cent of the Medicare fee schedule.  Appropriates $9,800,000 to retroactively adjust for payments made to fee-for-service providers for fiscal biennium 2005-2007, $17,600,000 for fiscal biennium 2007-2009 to increase the Medicaid fee schedule, and $8,000,000 for the state portion of the Medicaid federal disproportionate share hospital allowance.  (SB1672 HD1)

RELATING TO THE TRAUMA SYSTEM SPECIAL FUND.

Establishes additional funding mechanisms for the trauma system special fund.  Makes appropriations.  (SD2)

RELATING TO THE DEPARTMENT OF EDUCATION.

Requires reasonable suspicion drug testing of public school employees, teachers, and public library employees; requires department of education to adopt rules to determine sanctions for positive drug tests. Requires the department of education to develop procedures for obtaining the criminal history of certain persons who are seeking to serve as providers or subcontractors and trainees from an institution of higher education.  Allows the department to pass on fees charged by the Hawaii criminal justice data center.  Repeals the authority of the department to refuse to issue or to revoke a teaching or other educational certificate.  Makes appropriation.  (SD3)

RELATING TO PROCUREMENT.

Contracts less than $5,000,000 between a governmental body and professional architects, landscape architects, engineers, and surveyors, shall not require defense of a governmental body.  Contracts may require indemnification and holding harmless of the governmental body.  (SB17 HD1)
