Requires legislative approval of any exchange of lands under the control of any state department or agency for private lands.

RELATING TO KAKAAKO.

Establishes Kakaako central small business district; requires the authority to confer and obtain consensus from real property owners within and adjacent to a proposed public facility prior to undertaking any public facility as part of the district-wide improvement program; requires the authority to transfer an amount equal to assessments received from 2001-2005, to the Kakaako district schools special fund.

RELATING TO PUBLIC LANDS.

Establishes two new funds; authorizes the department of land and natural resources to transfer leases at Maunalaha, Oahu, in the event of damage due to adverse acts of nature that occurred between January 1, and April 1, 2006; appropriates unspecified amount for lease transfer costs; appropriates unspecified amount to infrastructure fund; requires report to 2008 legislature.

Exempts certain private property acquired by the board of land and natural resources through gift or exchange from the requirements of conservation district, land use, coastal zone management and county zoning laws, and any county subdivision regulations.

Authorizes the use of the land conservation fund for the acquisition of agricultural easements and for the payment of debt service on bonds issued for acquisitions using the fund.

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE DEPARTMENT OF HAWAIIAN HOME LANDS AND MAKING AN APPROPRIATION.

Authorizes the issuance of general obligation bonds to fund the building of a Hawaiian community center facility in Kapolei by the department of Hawaiian home lands.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Establishes a state agricultural land protection program for the voluntary acquisition of agricultural easements on lands designated as important agricultural lands.

RELATING TO THE BUDGET OF THE OFFICE OF HAWAIIAN AFFAIRS.

Appropriates funds for the operating and capital improvement budget of the Office of Hawaiian Affairs for fiscal years 2007-2008 and 2008-2009.  Earmarks funds for certain social, educational, and legal services and programs and for OHA's proposed office building and Hawaiian Cultural Center.

SB 1914

RELATING TO CREATION OF AN OCEAN BOARD AND OCEAN ZONING MASTER PLAN.

Creates an ocean board to develop and implement, in consultation with relevant county, state, and federal agencies, a comprehensive ocean zoning master plan that incorporates ideas from the traditional ahupua'a system and the Hawaii ocean resources management plan, and addresses user conflicts in Hawaiian ocean waters through the designation of discrete ocean zones.

RELATING TO PUBLIC LANDS.

Makes violation of chapter 171, relating to public lands and rules adopted thereunder a petty misdemeanor.
