A BILL FOR AN ACT


 

 

Making an appropriation for a grant to West Maui Soil and Water Conservation District.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Historically, the livestock industry has been a significant contributor to the economy of the State.  However, in recent years, there has been a rapid and substantial decline in industry numbers.  Many attribute this decline to increasing fuel costs that raise the transportation cost for imported feed, supplies, and equipment.

     The west Maui soil and water conservation district is committed to establishing a working group that will assist and provide methods and alternatives for livestock producers to use that will allow them to continue their operations in Hawaii.  The working group will assist in bringing together livestock producers, educators, technical assistance personnel, and agricultural agencies to develop a statewide plan for a sustainable livestock industry in Hawaii.  The west Maui soil and water conservation district has a long track record of accomplishing tasks and it is appropriate that the west Maui soil and water conservation district should spearhead the statewide efforts of the working group.

     The purpose of this Act is to make an appropriation for a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the west Maui soil and water conservation district to establish a working group of representatives from the livestock industry and other stakeholders to develop a plan for a statewide sustainable livestock industry in Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2007-2008 for a grant pursuant to chapter 42F, Hawaii Revised Statutes, to the west Maui soil and water conservation district to establish a working group to develop a plan for a statewide sustainable livestock industry in Hawaii.

     The sum appropriated shall be expended by the west Maui soil and water conservation district for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
