A BILL FOR AN ACT


 

 

MAKING AN APPROPRIATION FOR HEALTH CARE SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State of Hawaii receives funds through the Ryan White Care Act, which was enacted by Congress in 1990 and named after an Indiana teenager who became infected with the human immunodeficiency virus while receiving blood as part of his treatment for hemophilia.  The legislature also finds that additional funds are needed to supplement moneys available through the Ryan White Care Act, which provides for medical and psychosocial services for Hawaii residents living with the human immunodeficiency virus or acquired immunodeficiency syndrome and have low incomes or little or no insurance.  In light of a recent $2,000,000 cutback in federal funding for Hawaii's only acquired immunodeficiency syndrome clinical trials program, the legislature further finds that supplementary funding is necessary to provide assistance with housing, food, dental care needs, and other services that are in jeopardy or currently underfunded.

     The purpose of this Act is to provide for health care and other services for people living with the human immunodeficiency virus or acquired immunodeficiency syndrome.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $       or so much thereof as may be necessary for fiscal year 2008-2009 for health care and other services for people living with the human immunodeficiency virus or acquired immunodeficiency syndrome.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
