A BILL FOR AN ACT

 

 

RELATING TO YOUTH PROGRAMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Palolo outreach program is sponsored by the Kaimuki-Waialae Young Men's Christian Association and, in coordination with other youth outreach programs also based in Palolo Valley, works with two elementary and one middle school to provide services to lower-income, at-risk youth.  The program identifies youth in need of support and offers them opportunities in the areas of academic monitoring and tutoring, English as second language tutoring, various team sports, and club programs such as cooking and hiking.  Special monthly activities are hosted that are designed to expose the youth to new experiences.  The program reinforces in its participants the values of mutual respect, a sense of responsibility, honesty, cooperation, diligence, and good sportsmanship.

     The purpose of this Act is to appropriate funds to support the operations of the Palolo outreach program.

     SECTION 2.  There is appropriated out of temporary assistance for needy families funds the sum of $97,594 or so much thereof as may be necessary for fiscal year 2008-2009 to support the operations of the Palolo outreach program.

     The sum appropriated shall be expended by the department of human services for the purpose of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $97,594 or so much thereof as may be necessary for fiscal year 2008-2009 to support the operations of the Palolo outreach program.

     The sum appropriated shall be expended by the department of human services from the temporary assistance for needy families funds for the purpose of this Act; provided that, prior to expending any moneys appropriated in this section, the department of human services shall first attempt to obtain federal approval to utilize the moneys appropriated in section 2 for the purpose of this Act.  If the federal government denies, in writing, the department of human services' request to utilize temporary assistance for needy families funds for the purpose of this Act, then the moneys appropriated in this section may be expended.  If the federal government approves, in writing, the use of temporary assistance for needy families funds for the purpose of this Act, then the moneys appropriated in this section shall immediately lapse to the credit of the general fund.

     SECTION 4.  This Act shall take effect on July 1, 2008.
