A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the scope and level of responsibilities of the board of education merits compensation to its members based on a salary.

     The purpose of this Act is to establish salaries for the members of the board of education.

     SECTION 2.  Section 302A-1105, Hawaii Revised Statutes, is amended to read as follows:

     "§302A-1105  [Compensation;] Salaries; compensation; expenses.  (a)  Board [of education] members shall [be allowed:] receive an annual salary.

     (b)  Effective July 1, 2007, the annual salary of the chairperson of the board shall be $           and the annual salary of all other board members shall be $          .

     (c)  Any provision of law to the contrary notwithstanding, all members of the board shall be included in any benefit program generally applicable to officers and employees of the State.

     (d)  Any provision of law to the contrary notwithstanding, all members of the board shall be allowed:

    [(1)  Compensation at the rate of $100 per day for each day's actual attendance at meetings;

     (2)] (1)  Transportation fares between islands and abroad; [and

     (3)] (2)  Personal expenses at [the] rates specified by the board while attending board meetings or while on official business as authorized by the chairperson, when the board meetings or official business require a board member to leave the island upon which the board member resides[.]; and

     (3)  A protocol allowance to cover expenses incurred in the course of a member's duties and responsibilities."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2007-2008 and the same sum or so much thereof as may be necessary for fiscal year 2008-2009, for the purposes of this Act.

     The sums appropriated in this section shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 5.  This Act shall take on July 1, 2059; provided that section 3 shall take effect on July 1, 2007.
