HOUSE OF REPRESENTATIVES

H.B. NO.

3394

TWENTY-FOURTH LEGISLATURE, 2008

STATE OF HAWAII

A BILL FOR AN ACT

making an appropriation for a graduate maritime archaeology and history certificate program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that from 1998 to 2003, the University of Hawaii Marine Option Program successfully administered the Graduate Maritime Archaeology and History Program, drawing on faculty principally in Anthropology, History, and American Studies at the University of Hawaii at Manoa as well as professionals in government agencies, consulting firms and non-governmental organizations.  New courses were introduced, research projects started and carried forth with extramural moneys, and annual symposia have been held to present day.  The program was arbitrarily terminated by the School of Ocean and Earth Science and Technology in 2003.

The legislature also finds that student interest in the program continues, and faculty across the disciplines and throughout the ten-campus University of Hawaii system are motivated to reintroduce a Maritime Archaeology and History program.

The legislature further finds that there are rich materials, both locally and regionally, that if properly developed, can form the basis of not only academic pursuits, but also economic development through heritage tourism, allowing the University of Hawaii to become the center of expertise in this field for the Pacific.  Accordingly, it is the purpose of this Act to appropriate funds for a full-time faculty position at the University of Hawaii at Manoa to head this program and to fund clerical support.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2008-2009 for the funding of a full-time faculty position at the University of Hawaii at Manoa to serve as the head of the graduate maritime archaeology and history certificate program, clerical support for the position, and partial funding of field schools.

The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2008.
