G.M. No. 529

SHAD S. KANE,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Angela Lisa Leimaile Ehia-Quitevis, Hinaleimoana K.K. Wong, and Shad S. Kane to have the requisite qualifications to be nominated to the Island Burial Council, Island of Oahu.

Testimony in support of the nomination of Angela Lisa Leimaile Ehia-Quitevis was submitted by the Department of Land and Natural Resources, Hui Malama I Na Kupuna O Hawaii Nei, and two private individuals.  Testimony in opposition was submitted by three individuals.

Ms. Ehia-Quitevis currently works with Alakai O Kahunana.  She currently serves as an interim member of the Island Burial Council for the island of Oahu and satisfies the requirement of having a member representing the Waialua district.  Ms. Ehia-Quitevis has an extensive background in Hawaiian culture and language.  Testimony indicates that she has a working knowledge of historic preservation laws and policies and that her past work as a cultural monitor at Schofield Barracks was instrumental in expanding the military's recognition of important and irreplaceable Hawaiian cultural sites and burials.

Testimony in support of the nomination of Hinaleimoana K.K. Wong was submitted by the Department of Land and Natural Resources, Hui Malama I Na Kupuna O Hawaii Nei, and three private individuals.

Ms. Wong is currently the Kumu Hula/Oli to Kula Aupuni Niihau and is the Cultural Coordinator for Halau Lokahi Public Charter School.  She currently serves as a member of the Island Burial Council for the island of Oahu and satisfies the requirement of having a member representing the Kona district.  Ms. Wong received Bachelor's degrees in Education and Hawaiian Studies from the University of Hawaii at Manoa.  She has an extensive background in the Hawaiian culture.

Testimony in support of the nomination of Shad S. Kane was submitted by the Department of Land and Natural Resources, Hawaiian Civic Club of Honolulu, Association of Hawaiian Civic Clubs, and eleven private individuals.

Mr. Kane is a retired Honolulu Police Department Lieutenant.  He would satisfy the requirement of having a representative of the Ewa District on the Island Burial Council for the island of Oahu.  Mr. Kane has a Bachelor's degree in Business Management from the University of Hawaii and Master's degree in Public Administration from Central Michigan University.  He has an extensive background in the cultural history of Ewa and in the proper treatment of Iwi Kupuna.

As affirmed by the records of votes of the members of your Committee on Agriculture and Hawaiian Affairs that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.

Respectfully submitted on behalf of the members of the Committee on Agriculture and Hawaiian Affairs,
