STAND. COM. REP. NO. 3498

Honolulu, Hawaii

RE:    GOV. MSG. NO. 300

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 300, submitting for study and consideration the nomination of:

Contractors License Board

G.M. No. 300

NEAL K. ARITA,

for a term to expire 6-30-2012,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Neal K. Arita to have the necessary qualifications to be nominated to the Contractors License Board for a second term.

Testimony in support of Mr. Arita's nomination was submitted by the Department of Commerce and Consumer Affairs, and the Subcontractors Association of Hawaii.

Mr. Arita graduated from Moanalua High School and received his Bachelor of Arts degree in Communications from the University of Hawaii.  He currently serves as a Vice President in Direct Sales and Service for Alakai Mechanical Corporation where he plans, directs, and markets for air conditioning and plumbing services, and oversees the work scheduling, jobsite safety program enforcement, quality control, customer satisfaction, and business development.  Prior to his employment at Alakai Mechanical Corporation, he was employed at Heide & Cook where he served as a Service Manager.

Mr. Arita is an Associate Member of the Building Owners and Managers Association, and the Institute of Real Estate Management.  He also serves on the Sheet Metal Contractors Association of Hawaii, and the Plumbers and Mechanical Contractors Association of Hawaii.  He volunteers his time at the Leeward Community Church where he serves as an Elder, and serves as an Assistant Scout Master for Boy Scout Troop 164 in Mililani.

Mr. Arita holds a current contractor license and holds a specialty contractor license in plumbing, refrigeration, sheet metal, and ventilating and air conditioning classifications.  He is a conscientious member who is accessible, approachable, and open to different points of view.  His experience with the various plumbing and mechanical trades brings additional perspective to the Board's discussions and deliberations.  Mr. Arita's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Contractors License Board.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce, Consumer Protection, and Affordable Housing,
