     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message Nos. 305 and 306, submitting for study and consideration the nominations of: 

 

Board of Professional Engineers, Architects, Surveyors, and Landscape Architects

G.M. No. 306

ROSS S. OKUDA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Michael S. Chu and Ross S. Okuda to have the necessary qualifications to be nominated to the Board of Professional Engineers, Architects, Surveyors, and Landscape Architects.

 

     Testimony in support of Mr. Chu's nomination was submitted by the Department of Commerce and Consumer Affairs; Engineering Solutions, Inc.; the Coalition of Hawaii Engineering & Architectural Professionals; and three private individuals.

 

     Mr. Chu is a graduate of Iolani School and received his Bachelor of Science in Landscape Architecture from California State Polytechnic University.  He is currently the owner and landscape architect for LP & D Hawaii.  He is a member of the American Society of Landscape Architects and a board member of the Institute for Human Services.  He also serves his community as a member of the Piers 5 & 6 Public Advisory Group and has served as a member of the Neighborhood Board No. 12.

 

     Mr. Chu has been a licensed landscape architect since 1982, and has been a valuable member Board of Professional Engineers, Architects, Surveyors, and Landscape Architects, including serving as the Board's Chairperson from July 1, 2006 to June 30, 2007.  He is an active member who provides valuable insights that he has gained from twenty-six years of active practice as a landscape architect.  He has also represented the Board at national and regional meetings to address issues related to the practice of landscape architects.  Mr. Chu's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Professional Engineers, Architects, Surveyors, and Landscape Architects for a second term.

 

     Testimony in support of Mr. Okuda's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Mr. Okuda is a graduate of Waipahu High School and received his Bachelor of Science degree in Mechanical Engineering from the University of Hawaii at Manoa.  He currently serves as a Principal Mechanical Engineer for Mechanical Enterprises, Inc. where he oversees day-to-day operations, scopes projects and proposals, completes design documents, and provides construction supervision.  Prior to his current position, he served as a Principal Mechanical Engineer for Yahiku Associates, Inc. and as a Mechanical Engineer for Cedric Chong & Associates, Inc.

 

     Mr. Okuda has been a licensed mechanical engineer in Hawaii since 1997 and has demonstrated himself as an active member of the Board of Professional Engineers, Architects, Surveyors, and Landscape Architects where he provides insightful contributions on mechanical engineering and general engineering.  He has represented the Board at national meetings in addressing issues related to the practice of engineering.  Mr. Okuda's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Professional Engineers, Architects, Surveyors, and Landscape Architects for a second term.

 

     As affirmed by the records of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
