     Your Committee on Judiciary and Labor, to which was referred Governor's Message Nos. 410 and 411, submitting for study and consideration the nominations of: 

 

Commission to Promote Uniform Legislation

PETER J. HAMASAKI,

for a term to expire 6-30-2012; and

 

G.M. No. 411

KEVIN P.H. SUMIDA,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee received testimony in support of Peter J. Hamasaki from the State Attorney General and seventeen individuals.

 

     Mr. Hamasaki is being reappointed to a second term.  Mr. Hamasaki is currently an attorney with the law firm of McCorriston Miller Mukai MacKinnon LLP, where he has been since 1991.  He received a B.A. degree from the University of California, Berkeley, and a J.D. degree from Stanford Law School.  During his first term on the Commission, Mr. Hamasaki served on the Drafting Committee for the Model Registered Agents Act and the Drafting Committee to Revise the Uniform Law on Notarial Acts.  He also represented the Commission before the Hawaii State Legislature to pass the Uniform Athletes Agent Act, and is presently working with the Judiciary and private companies on the proposed Uniform Real Property Electronic Recording Act.

 

     Your Committee notes from the testimony that the nominee is a brilliant attorney who is capable of analyzing, synthesizing, and explaining even the most complex of legal issues.  Mr. Hamasaki is a practical-minded and sensible person who brings common values to the interpretation of the law.

 

     Your Committee received testimony in support of Kevin P.H. Sumida from the State Attorney General and five individuals.

 

     Mr. Sumida is being reappointed to a second term.  Mr. Sumida is currently a Principal in the law firm of Sumida & Tsuchiyama, LLLC.  He received a B.A. degree from Case Western Reserve University and a J.D. degree from the University of Pennsylvania.  

 

     According to testimony of a fellow Commissioner, the nominee is effective in his work on the Commission.  He participates in floor debates at national meetings and is actively engaged in various drafting committees.

 

     As affirmed by the records of votes of the members of your Committee on Judiciary and Labor that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
