     Your Committee on Public Safety, to which was referred Governor's Message Nos. 416, 417, 418, and 419, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Joel K. Matsunaga, Dexter J. Takashima, and Clayton N.Y.W. Tom to have the necessary qualifications to be nominated to the Wireless Enhanced 911 Board.

 

     Your Committee received testimony in support of Joel K. Matsunaga from the Department of Accounting and General Services.

 

     Joel K. Matsunaga earned a Bachelor's and Master's degree in Business Administration from the University of Hawaii at Manoa and is a Certified Public Accountant licensed in Hawaii.  Mr. Matsunaga has over twenty-nine years of work experience in the telecommunications industry.  He currently holds the position of Vice President External Affairs for Hawaiian Telcom.  Mr. Matsunaga is responsible for all regulatory, governmental, and community programs or activities that may impact Hawaiian Telcom at the federal, state, or county levels.  Mr. Matsunaga believes that his previous experience with policies and practices surrounding the use of emergency calling services will be a benefit to the Wireless Enhanced 911 Board.

 

     Your Committee received testimony in support of Dexter J. Takashima from the Department of Accounting and General Services.

 

     Dexter J. Takashima earned a Bachelor of Science degree in Business and Economics from Pacific University and currently is employed in the position of Public Safety Telecommunications Administrator for the Kauai Police Department.  He has over thirty-five years of work experience in the telecommunications and defense electronics industries.  Mr. Takashima has also acquired numerous management and technical skills through military, corporate, and civil service training programs.  His prior projects working on the Kauai Public Safety Answering Point GIS Power Map system, the Kauai Police Department's Public Safety Answering Point Wireless E911 FCC Phase I and II, and the public safety full simulcast 800 MHZ trunk radio and wireless siren command and control warning system will all be a tremendous asset to the Wireless Enhanced 911 Board.

 

     Your Committee received testimony in support of Clayton N.Y.W. Tom from the Department of Accounting and General Services, Maui Police Department, Department of the Prosecuting Attorney for the County of Maui, Diamond Hawaii Resort & Spa, and thirteen individual citizens.

 

     Clayton N.Y.W. Tom currently holds the position of Assistant Chief of the Support Services Bureau for the Maui Police Department.  Mr. Tom has accumulated over twenty-five years of work experience at various positions within the Maui Police Department.  Mr. Tom's most recent job duties and responsibilities have evolved around internal control functions, technical services, providing supervision over other detectives and investigators, planning and developing various programs within the Criminal Investigation Division and other special projects for the Office of the Chief, and as Commander of the Wailuku Patrol District.  Mr. Tom's work experiences have enabled him to be in a position to help provide the Wireless Enhanced 911 Board with bringing a superior level of emergency response to the County of Maui and the State of Hawaii.

 

     As affirmed by the records of votes of the members of your Committee on Public Safety that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
