     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message Nos. 506 and 507, submitting for study and consideration the nominations of: 

 

State Board of Public Accountancy

KEITH ALLEN REGAN,

for a term to expire 6-30-2011; and

 

G.M. No. 507

EMERITO C. SANIATAN,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal histories, resumes, and statements submitted by the nominees, and finds Keith Allen Regan and Emerito C. Saniatan to have the necessary qualifications to be nominated to the State Board of Public Accountancy.

 

     Testimony in support of Mr. Regan's nomination was submitted by the Department of Commerce and Consumer Affairs, the Hawaii Society of Certified Public Accountants (HSCPA) Board of Directors, and one private individual.

 

     Mr. Regan currently serves as the President and Chief Executive Officer of a collection agency and is seeking to serve as a public member of the State Board of Public Accountancy.  He has been a small business owner for most of his life and has relied on the advice of certified public accountants to help make wise business decisions.  Due to this valued professional relationship, he has developed a great respect for the accounting profession.

 

     Mr. Regan is an active participant in community activities, including the American Heart Association, CalendarMaui.com, Haleakala Waldorf School, Hawaiian Collectors Association, the Japanese Cultural Society of Maui, the Kiwanis Club of Kahului, and the Maui Young Business Roundtable, to name a few.  He is also the recipient of the 2002-2004 American Heart Association Maui – Outstanding Chairman Award, the 2003 KIWINS State of Hawaii Advisor of the Year, the 2001 Pacific Business News Young Business Person of the Year, the 2001 Pacific Business News 40 Under 40 Award, and the 2001 Bank of Hawaii Community Leaders of the Year.

 

     Mr. Regan has extensive experience in the financial area, working with accounting professionals in both the public and private sectors, and operating his own businesses.  His enthusiasm for and dedication to the goals and objectives of the Board and the public will allow him to make the right decisions that place the public interest and the certified public accountant profession's responsibilities first while bringing a unique neighbor island perspective to the process.  Mr. Regan's demonstrated commitment, motivation, business background, education, and professional experiences will greatly assist the State Board of Public Accountancy.

 

     Testimony in support of Mr. Saniatan's nomination was submitted by the Department of Commerce and Consumer Affairs.

 

     Mr. Saniatan is a graduate of Waianae High School and received his Bachelor of Business Administration in Management with a minor in Accounting from the University of Hawaii at Manoa.  He also attended the American Institute of Banking in Executive Development and the Hawaii Institute of Banking.  He currently serves as the Vice President of City Mortgage where he manages the daily operations of the branch office, as a Realtor Associate for 1001 Realty where he serves as a licensed realtor in sales and property management, and as an Insurance Broker for Pyramid Insurance where he specializes in property, auto, commercial, life, and security investment insurance.

 

     Mr. Saniatan participates and serves in a leadership capacity in various community activities, including as Treasurer and Board Member of the Waipahu Neighborhood Board #22, the Treasurer of Toastmasters – Leeward Region, and a member of the Filipino Chamber of Commerce.  He has also been involved with the Oahu Filipino Jaycees, the Hawaii State Jaycees, and the Cabugao Sons and Daughters of Hawaii.

 

     Mr. Saniatan is nominated to serve as a public member on the Board.  He has fifteen years of experience in the financial services industry and is a licensed insurance producer and securities broker.  He is also a licensed real estate salesperson and mortgage solicitor as well as a notary public.  Mr. Saniatan's demonstrated commitment, motivation, business background, education, and professional experiences will greatly assist the State Board of Public Accountancy.

 

     As affirmed by the records of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
