     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 538, submitting for study and consideration the nomination of: 

 

Board of Speech Pathology and Audiology

ANNE MARIE HORNER,

for a term to expire 6-30-2011,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Anne Marie Horner to have the necessary qualifications to be nominated to the Board of Speech Pathology and Audiology.

 

     Testimony in support of Ms. Horner's nomination was submitted by the Department of Commerce and Consumer Affairs, and three private individuals.

 

     Ms. Horner is a graduate of Maryknoll High School and received her Bachelor of Arts degree in Speech and her Master of Science degree in Speech Pathology from the University of Hawaii at Manoa.  She currently serves a Speech Pathologist for the Department of Education where she provides speech and language therapy and diagnostic evaluations to students of preschool age through high school age, and serves as a consultant to parents, teachers, student service coordinators, and school administrators.

 

     Ms. Horner is a member and currently serves as President of the Hawaii Speech-Language-Hearing Association, and is a member of the Aliamanu Elementary School Community Council.  Furthermore, she actively volunteers her time by serving as a Youth Coach for Manoa Park and Recreation Youth Leagues where she has coached volleyball, basketball, softball, and baseball.  She is also a Sunday School teacher at Sacred Hearts Academy.

 

     Ms. Horner is a licensed Speech Pathologist in the State.  She understands that the primary focus of boards and commissions is to protect the consumer and this primary focus serves as her primary reason to serve on the Board – to ensure that licensees are highly qualified.  Ms. Horner's demonstrated commitment, motivation, education, and professional experiences will greatly assist the Board of Speech Pathology and Audiology.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
