Madam:

 

     Your Committee on Economic Development and Taxation, to which was referred H.B. No. 2395, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO ECONOMIC DEVELOPMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish the Hawaii Innovation Development Corporation to promote the development and exploitation of innovations and inventions that have direct economic benefits for Hawaii.

 

     Testimony in support of this measure was received from Unite Here! Local 5, the Professional Inventors Alliance, and one individual.  The Department of Business, Economic Development, and Tourism submitted testimony in opposition.  The Department of Budget and Finance and the Office of Information Practices submitted comments.

 

     Your Committee finds that this measure continues to generate a worthwhile discussion of alternative means to encourage innovation and inventions by and for the citizens of Hawaii.

 

     Your Committee has amended this measure by:

 

     (1)  Deleting the appropriations in sections 2 and 3, for the purposes of further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development and Taxation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2395, H.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2395, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
