Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2521, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Authorize the issuance of general obligation bonds for repair and maintenance projects at the University of Hawaii at Manoa;

 

     (2)  Statutorily establish the Academy for Creative Media Program at the University of Hawaii; and

 

     (3)  Repeal the mandate under Act 11, Special Session Laws of Hawaii 2007, to require the University of Hawaii to lease the public broadcasting facility and studio on its Manoa campus to PBS Hawaii for a term of not less than thirty-five years.

 

     Your Committee received testimony in support of the measure from the University of Hawaii System.

 

     Your Committee finds that the success of the Academy for Creative Media Program at the University of Hawaii has been achieved without a central facility or permanent home on any campus and without programmatic funding other than faculty salaries.  Your Committee accordingly finds that the statutory establishment of the academy for creative media program within the University of Hawaii is an issue of statewide concern because the academy is an integral building component of the creative media industry in the State.

 

     Your Committee has amended this measure by:

 

     (1)  Deleting provisions authorizing the issuance of general obligation bonds to fund University of Hawaii repair and maintenance projects, as funding for this purpose is being considered within the context of the executive supplemental budget;

 

     (2)  Changing the appropriation previously authorized under Act 11, Special Session Laws of Hawaii 2007, for fiscal year 2008-2009 for the academy of creative media program to an unspecified amount;

 

     (3)  Correcting findings made under Act 11, Special Session Laws of Hawaii 2007, with regard to the academy for creative media program; and

 

     (4)  Making technical nonsubstantive amendments for the purposes of clarity and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2521, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2521, H.D. 2, S.D. 2.
