Madam:

 

     Your Committees on Agriculture and Hawaiian Affairs and Water and Land, to which was referred H.B. No. 2737, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO WATER RESOURCES,"

 

beg leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the Department of Agriculture for the planning and design of reservoirs with minimum cumulative capacities of 300,000,000 gallons in Upcountry Maui to serve both agricultural and residential water needs.

 

     Testimony in support of this measure was submitted by the Office of the Mayor of the County of Maui, Department of Water Supply of the County of Maui, County Council of the County of Maui, Hawaii Farm Bureau Federation, Maui County Farm Bureau, and three individuals.  The Department of Agriculture submitted comments regarding this measure.

 

     Your Committees have amended this measure by:

 

     (1)  Replacing its contents with the content of S.B. No. 2516, S.D. 1, which, among other things, appropriates the funds for the plan and design of reservoirs to the County of Maui with a requirement for federal and county matching funds in an unspecified amount; and

 

     (2)  Making this measure effective upon approval.

 

     As affirmed by the records of votes of the members of your Committees on Agriculture and Hawaiian Affairs and Water and Land that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2737, H.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2737, H.D. 1, S.D. 1, and be referred to the Committee on Ways and Means.
