Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2881, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO PERINATAL CARE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make permanent the pilot perinatal clinic established at the University of Hawaii's John A. Burns School of Medicine.

 

The measure also appropriates an unspecified amount for the continued operation of the clinic.

 

     Your Committee received testimony in support of this measure from the Drug Policy Forum of Hawaii.  The University of Hawaii offered comments.

 

Your Committee finds that the perinatal clinic at the University's Clinical Educational and Research Associate's Program provides comprehensive prenatal, delivery, and postpartum care and other services to women who have a history of methamphetamine and other substance abuse, including alcohol and tobacco abuse.  The clinic's services reduce risks during pregnancy and increase positive birth outcomes.

 

     Your Committee has amended this measure by making technical nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2881, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2881, H.D. 2, S.D. 2.
