MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO EXTEND THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES FROM SEVENTY TO EIGHTY YEARS OF AGE. Proposes a constitutional amendment to change the mandatory retirement age from 70 to 80 years for justices and judges appointed after November 4, 2008.

RELATING TO JUDICIARY. Establishes the salaries of the administrative director of the courts at 80% of the salary of the Chief Justice and deputy administrative director of the courts at 80% of the salary of the administrative director.

RELATING TO RECORDS OF DEFENDANTS COMMITTED TO A HOSPITAL CONTROLLED BY THE DIRECTOR OF HEALTH OR TO CUSTODY OF DIRECTOR OF HEALTH. Requires the county police departments to provide to the Director of Health certain police reports of defendants who are committed to a hospital under the control of the Director of Health or to the custody of the Director. Allows the defendant to object to the release of information.

RELATING TO INSURANCE. Amends current provisions of the insurance investment statutes allowing insurers more investment flexibility without significantly lessening protection to insurance policyholders and to reflect more current regulatory standards.

RELATING TO BOARDS AND COMMISSIONS. Maintains a policy of open communications with boards and commissions when a department director is considering invoking their rights under section 26-35(a)(1), HRS, to represent a board or commission before the legislature.

RELATING TO ENERGY RESOURCES. Requires installation of solar thermal or demand water heaters in single-family residences constructed after 1/1/2010; Reduces to 20%, Renewable Energy Tax Credit for solar thermal systems in single-family residences constructed before 1/1/2010; Extends the credit at 15%, on certain conditions, to residences constructed after 1/1/2010.

RELATING TO AFFORDABLE HOUSING. Extends the sunset date of the increased conveyance tax allocation to the Rental Housing Trust Fund. Appropriates funds for expedited third party review of affordable projects. Establishes a Self-help Housing Fund. Increases the Hawaii Housing Finance and Development Corporation revenue bond ceiling.

RELATING TO CANCER. Appropriates funds for cervical and breast cancer screening, education, and outreach.

RELATING TO THE FIRST-TO-WORK PROGRAM. Conforms state law to current federal law by deleting references to the Aid to Families with Dependent Children and Job Opportunities and Basic Skills Act and replaces it with the federal Temporary Assistance for Needy Families and Temporary Assistance for Other Needy Families laws.

RELATING TO CRIMINAL HISTORY BACKGROUND CHECKS FOR SOCIAL SERVICES PROGRAMS. Authorizes the Department of Human Services or its designee to conduct criminal history record checks for those providing services to vulnerable adults and children. Effective 7/1/2050.

RELATING TO CHILD SUPPORT ENFORCEMENT. Clarifies the notice requirement to custodial parents in the Child Support Enforcement Agency (CSEA) law with regard to income tax refund setoff. Establishes a CSEA assistant administrator position. Clarifies rules relating to CSEA hearings and related matters.
