RELATING TO EARLY LEARNING.

Establishes an early learning system in the state.  Creates the Early Learning Council to develop and administer the early learning system.  Establishes the Three- and Four-year-old Program.

RELATING TO EDUCATION.

Allows individuals to be employed by DOE on an emergency basis for no more than three, rather than four, years.  Requires unlicensed individuals who have been hired on an emergency basis to attain licensure no later than four years from the date of their employment.

RELATING TO EDUCATION.

Requires BOE to provide wage adjustments for substitute teachers comparable to the across-the-board wage adjustments negotiated for teachers in collective bargaining unit 5.  Allows BOE to adjust hours, benefits, and other terms and conditions of employment for substitute teachers.  Appropriates funds.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

Making clarifying changes to the membership and nomination process of the Hawaii Teacher Standards Board.  Appropriates funds for HTSB to coordinate an effort to create a network incorporating the teacher education institutions and the Department of Education to support the free interchange of information valuable to all participating organizations.  Expands the scope of information provided by HTSB in its annual report and summary report to the Governor and Legislature.

RELATING TO LIGHTING.

Phases-out and bans the use of certain lighting products with lead and high mercury content; establishes a statewide lighting efficiency standard for general purpose lights; directs the department of health to develop a statewide recycling program for recycling all fluorescent lamps.

Requires manufacturers of electronic devices to collect and recycle electronic devices; Establishes the Electronic Device Recycling Fund.

RELATING TO HOUSEHOLD ENERGY DEMAND.

Allows for the use of clotheslines on any privately owned single-family residential dwelling or townhouse.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The date and agenda no. of the hearing;

·     Measure number;

·     If you will be testifying in person or submitting written testimony only;

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
