Requires proposed compensation or any change in compensation for administrative positions in the UH system filled by excluded employees under chapter 89C, Hawaii Revised Statutes, be disclosed no later than 6 business days before any open meeting, and in open meeting for purposes of public comment.  Effective 07/01/2059.  (HB2583 HD2)

RELATING TO PAWNBROKERS AND SECONDHAND DEALERS.

Changes the method used to record the daily transactions of pawnbrokers and secondhand dealers, from a manual system to an electronic system.  (HB2553 HD1)

RELATING TO GOVERNMENT.

Requires commercial driver licensees to possess proof of their most recent alcohol and controlled substance test while operating a commercial motor vehicle and to present such proof at inspection stations.  Disqualifies violators from driving a commercial motor vehicle for a certain period of time, depending on the number of violations.  (HB96 HD2)

RELATING TO LEGAL SERVICE.

Permits a deputy attorney general, except for the attorney general's first deputy, to provide pro bono legal service if the pro bono legal service does not conflict with the duties of the deputy's office.

RELATING TO CRUELTY TO ANIMALS.

Repeals existing prohibition against dog fighting and enacts more comprehensive prohibition of dog fighting and related conduct.  Provides enhanced penalties.

RELATING TO MOTOR VEHICLE REGISTRATION.

Allows for the greater flexibility in granting special motor vehicle registration.

RELATING TO TRANSPORTATION.

Prohibits parking of motor vehicles on bicycle lanes or bicycle paths.  Assesses up to $500 fine per violation.  (HB3249 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
