A BILL FOR AN ACT


 

 

RELATING to highway safety.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 291C, Hawaii Revised Statutes, is amended by adding a new section to part VII to be appropriately designated and to read as follows:

     "§291C-     Solicitation by pedestrians on a highway prohibited.  No pedestrian shall sell or solicit sale of services or goods to any occupant of a vehicle on a highway, or accept donation or solicit donation of money or goods from any occupant of a vehicle on a highway, while the pedestrian is on the highway or its right-of-way."

     SECTION 2.  This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun, before its effective date.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
