A BILL FOR AN ACT


 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE SIXTH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2009-2010.

1.   To be expended by the department of accounting and general services:

     (A)  Innovations public charter school, Maui Grading of parking lot, installation of driveways and concrete dry wells         $     15,000

     Seeding playing field, irrigation safety netting, and play equipment                   20,000

     Pavilion extension for shaded lunch area      60,000

     Construction of third and fourth grade classrooms                                    225,000

     Construction of seventh and eighth grade permanent classroom buildings                      450,000

     Additional student restroom facilities        150,000

     Kindergarten building                         350,000

     Music and industrial arts building            400,000

               Total funding                  $     1,670,000

     (B)  West Hawaii explorations academy, Hawaii

     Construction of world-class model green school campus of the west Hawaii explorations academy in partnership with the natural energy laboratory of Hawaii authority               $     8,000,000

               Total funding                  $     8,000,000

     (C)  Kahakai elementary school, Hawaii Construction of route between buildings A and B to comply with the Americans with Disabilities Act of 1990.

          Construction                        $     1,000,000

               Total funding                  $     1,000,000

     (D)  Holualoa elementary school, Hawaii Construction of pedestrian buffer along county easement access road through campus to ensure safety of students and staff while crossing from one side of campus to the other across traffic

          Design                              $      280,000

          Site preparation                         100,000

          Construction                             300,000

               Total funding                  $      680,000

2.   To be expended by the department of transportation:

     (A)  Ane Keohokalole highway extension (also known as the Midlevel Road, Kealakehe, Hawaii

          Construction of approximately eight thousand five hundred linear feet of roadway from its present terminus at Kealakehe high school to Palani Road.  This road is necessary to provide direct access to two major state affordable housing projects that will provide more than two thousand nine hundred homes by the Hawaii housing finance and development corporation and the department of Hawaiian home lands, Hawaii

          Construction     $15,000,000

               Total funding     $15,000,000

     (B)  Alii parkway, Hawaii

     Construction of a 4.5-mile long two-lane highway extending Queen Kaahumanu highway south of Kona Hillcrest subdivision to Alii Drive near the Keauhou shopping center and improvements including paved shoulders, landscaping, and a multipurpose lane

          Construction     $15,000,000

               Total funding     $15,000,000

     (C)  Kamanu Street extension, Hawaii

     Extension of Kamanu Street to connect Hina Lani Street to Kealakehe parkway to reduce traffic congestion in west Hawaii

          Construction     $15,000,000

               Total funding     $15,000,000

     (D)  Laaloa Avenue extension, Hawaii

     Construction of approximately 1,400 feet of new 60-foot-wide road to extend La‘aloa Street from its present terminus to the Kuakini Highway to provide a new mauka to makai connector from Alii Drive to Kuakini Highway to improve traffic circulation, including a full movement signalized intersection with acceleration and deceleration lanes on Kuakini Highway and including upgrade of lower La‘aloa Avenue through White Sands Beach Estates Subdivision

          Construction     $17,000,000

               Total funding     $17,000,000

3.   To be expended by the county of Hawaii:

     (A)  Kaloko housing project, Hawaii

     Development of a ninety-six multifamily unit project consisting of twenty-four transitional and seventy-two affordable rental units on part of a Hawaii county-owned eight-acre parcel

          Development     $18,000,000

               Total funding     $18,000,000

     (B)  La‘aloa (YMCA) park, Hawaii

     Development of ball fields on raw land for community use consisting of soccer, baseball, softball, and similar outdoor field amenities

          Construction                        $     2,000,000

              Total funding                  $     2,000,000

     (C)  Palani Road transmission waterline, Hawaii

     Construction of two concrete reservoirs and 12,500 feet of waterline running south of Palani Road in mostly private, undeveloped property that extends from Mamalahoa Highway to the Liliuokalani subdivision

          Construction     $14,000,000

               Total funding     $14,000,000

     (D)  Queen Kaahumanu highway widening - Kealakehe to Keahole 16' W/L installation

     Installation of approximately 25,000 linear feet waterline from Kealakehe parkway to Keahole reservoir, including typing into Hina Lani Street

          Construction                        $     3,750,000

               Total funding                  $     3,750,000

     SECTION 2.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2009.
