A BILL FOR AN ACT


 

 

RELATED TO COLLECTIVE BARGAINING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to reduce traffic during the morning and afternoon hours by changing the starting time of instruction at all public schools and the University of Hawaii.

     SECTION 2.  The governor, the board of regents of the University of Hawaii, and the board of education of the department of education shall bargain with the exclusive representatives of bargaining units 5, 6, 7, and 8, and any other appropriate bargaining units, to allow instruction at all public schools and the University of Hawaii to start at nine o'clock a.m., a later time, or at staggered times.

     This Act shall apply to negotiations for the first collective bargaining agreement that becomes effective on or after July 1, 2009.

     SECTION 3.  This Act shall take effect upon its approval.
