A BILL FOR AN ACT


 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Traditional Hawaiian navigation pilot program.  (a)  The department of education shall establish and administer a two-year traditional Hawaiian navigation pilot program in collaboration with the department of business, economic development, and tourism to be implemented not later than the 2009-2010 school year.  The traditional Hawaiian navigation pilot program shall include a curriculum to teach, preserve, and share the traditional Hawaiian navigational techniques practiced by the ancient Hawaiians in voyaging canoes.  The pilot program shall also include, and coincide with department of education STEM-related (science, technology, engineering, and math) programs as appropriate.  The traditional Hawaiian navigation program shall be initiated in schools on the west coast of Oahu and expand to other schools if funds permit during school or non-school hours.

     (b)  The traditional Hawaiian navigation pilot program shall include in-service training for teachers and administrators in traditional Hawaiian navigation and advise educational, cultural, and other organizations interested in traditional Hawaiian navigation.

     (c)  The department of education may adopt rules pursuant to chapter 91 to effectuate this section.

     (d)  The department of education shall submit an interim report on its progress, including any recommendations or proposed legislation to the legislature no later than twenty days prior to the convening of the regular sessions of 2010 and 2011 and a final report no later than twenty days prior to the convening of the regular session of 2012.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2009-2010 and the same sum or so much thereof as may be necessary for fiscal year 2010-2011 for the purposes of this Act.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect upon its approval; provided that:

(1)  Section 2 of this Act shall take effect on July 1, 2009; and


(2) This Act shall be repealed on June 30, 2012.
