A BILL FOR AN ACT


 

 

making an appropriation for a community center and disaster shelter in hawaiian ocean view community estates, Hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Hawaiian Ocean View Estates has been one of the fastest growing areas within Hawaii county.  Ever increasing home and land values in both the State and Hawaii county have transformed the area into one of the last and most attractive affordable real estate markets in the islands.  The majority of the residential land in the district was zoned and subdivided for residential development many years ago, making the levying of fair share assessments impossible and the issue of concurrent public facility development the sole burden of government.

A community center and disaster shelter would provide space for education, health, social, and cultural programs for youth and seniors in a fast growing rural community.  It would also provide a hurricane and natural disaster shelter for an isolated area.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $6,000,000 or so much thereof as may be necessary for fiscal year 2009-2010 for a grant-in-aid to the county of Hawaii for the planning, design, and construction of the Hawaiian Ocean View Community Center and Disaster Shelter in Kau, Hawaii, which shall provide social, educational, health, and cultural activities for residents, providing a shelter during a natural disaster, and other community and county purposes.

     The sum appropriated shall be expended by the county of Hawaii for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2009.
