HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the Department of Hawaiian Home Lands to DETERMINE THE FEASIBILITY OF ESTABLISHING early childhood education centers in each of its homestead communities.

 

 

 


     WHEREAS, one of the purposes of the Hawaiian Homes Commission Act is to provide an adequate supply of water and supporting infrastructure for homestead lands to ensure that the land is usable and accessible to native Hawaiian beneficiaries; and

 

     WHEREAS, the Department of Hawaiian Home Lands has a duty to provide the infrastructure on homestead lands to support schools, parks, off-street parking facilities, and other community facilities on Hawaii, Maui, Molokai, Lanai, and Oahu; and

 

     WHEREAS, among the community facilities that should be developed are early childhood centers to promote community-based development, which in turn enables the traditions, culture, and quality of life of native Hawaiians to be forever self-sustaining; and

 

     WHEREAS, the Department of Hawaiian Home Lands operating budget funds appraisals, studies, consultants, or other staff services required to plan, develop, implement, and operate revenue-producing improvements on homestead lands, without the prior written approval of the Governor; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Department of Hawaiian Home Lands is requested to determine the feasibility of establishing early childhood education centers in each of its homestead communities; and

 

     BE IT FURTHER RESOLVED that the Department is requested to include in its report:

 

     (1)  The estimated number and locations of the proposed early childhood education centers;

 

     (2)  A description of the curriculum of the proposed early childhood education centers;

 

     (3)  A demographic description of the clientele to be served by the early childhood education centers; and

 

     (4)  The estimated start-up capital cost and annual operating cost for the development and operation of the early childhood education centers; and

 

     BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to report its findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2010; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission.
