HOUSE CONCURRENT

RESOLUTION

 

 

Supporting the state office of planning And permitting's petition to reclassify state-owned land on the ka iwi shoreline from urban to conservation, and requesting the City and County of Honolulu to not issue any permits allowing the development on such land, pending the final disposition of the petition.

 

 

 


     WHEREAS, the Ka Iwi shoreline is the coastline on Oahu that stretches for about five miles from Koko Head to Makapuu and contains a variety of volcanic forms, cliffs, and beaches; and

 

     WHEREAS, the Ka Iwi shoreline includes such scenic and geological wonders as Hanauma Bay, with its protected marine life and coral formations, Koko Head, Koko Crater, Blow Hole, Sandy Beach, Queen’s Beach and Makapuu Point and lighthouse, with their views of Makapuu Beach, Rabbit Island, and the Windward Coast; and

 

     WHEREAS, a wide variety of recreational activities take place along the Ka Iwi shoreline, including swimming, snorkeling, diving, fishing, picnicking, hiking, and body surfing; and

 

     WHEREAS, the varied volcanic landscape, coral formations, reef life, and tidal pools in the area make it an educational resource for organizations and schools conducting nature studies; and

 

     WHEREAS, community groups and residents near the area have long advocated the preservation of the Ka Iwi shoreline, and the state has previously indicated its interest in preserving the shoreline by developing, in 1996, a master plan for state-controlled lands; and

 

     WHEREAS, the State Office of Planning and Permitting has filed a petition with the State Land Use Commission to reclassify from urban to conservation about 240 acres of state-owned land on the Ka Iwi shoreline, being a portion of TMK No. 3-9-011:02; and

 

     WHEREAS, the legislature finds that the reclassification of the state-owned land will help preserve the Ka Iwi shoreline and its natural scenic and recreational values for all Hawaii residents, visitors and future generations; now, therefore,

    

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Legislature supports the petition filed by the Office of Planning and Permitting to reclassify all state-owned land on the Ka Iwi shoreline from urban into the conservation districts; and

 

      BE IT FURTHER RESOLVED that, pending the preparation, filing, and final disposition of the land use petition, the City of Honolulu is requested not to issue any land use, subdivision, building, or other permits that will allow the development of these lands for any purpose other than the continued use of the lands as open space; and

 

      BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Office of the Governor, the Department of Land and Natural Resources, the Mayor of the City and County of Honolulu, members of the Honolulu City Council, and members of the Hawaii Kai Neighborhood Board.
