HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE HAWAII HEALTH SYSTEMS CORPORATION TO ESTABLISH A BLUE RIBBON PANEL TO CONDUCT A HEALTH CARE NEEDS ASSESSMENT AND OPERATIONAL STRUCTURE ANALYSIS.

 

 

 


     WHEREAS, the Hawaii Health Systems Corporation informed the Legislature in a communication to the Senate President and Speaker of the House of Representatives dated June 30, 2008, that the Hawaii Health Systems Corporation anticipates an operating loss of $62,000,000 in fiscal year 2008-2009; and

 

     WHEREAS, the Hawaii Health Systems Corporation has requested the Legislature to approve the substantial reduction or elimination of direct patient care services within certain regional systems of the Hawaii Health Systems Corporation to avoid the shortfall; and

 

     WHEREAS, the Legislature has dealt with the Hawaii Health Systems Corporation's request in a separate Concurrent Resolution; and

 

     WHEREAS, in the same communication, the Hawaii Health Systems Corporation proposed the creation of a Blue Ribbon Panel to study and make recommendations on a viable, affordable, and effective health care system to serve the communities presently served by the Hawaii Health Systems Corporation's facilities; and

 

     WHEREAS, under the proposal, the basic objective of the Blue Ribbon Panel would be to conduct a health care needs assessment and operational structure analysis; and

 

     WHEREAS, the Legislature finds that the creation of the Blue Ribbon Panel is a worthy idea that may result in necessary and affordable improvements to the public health care system in the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Hawaii Health Systems Corporation is requested to establish a Blue Ribbon Panel to:

 

(1)  Conduct an assessment of the existing and projected health care needs of the communities presently served by Hawaii Health Systems Corporation facilities;

 

(2)  Conduct an analysis of alternative operational structures for the delivery of the health care services needed in those communities ‑‑ citing relevant state laws that require amendment to implement the different structures analyzed;

 

(3)  Make recommendations on the types and levels of services that should be provided by the State; and

 

(4)  Make recommendations for the optimal structure to deliver those health care services; and

 

     BE IT FURTHER RESOLVED that the Hawaii Health Systems Corporation is requested to establish the Blue Ribbon Panel to consist of eighteen members, each to be appointed by the following:

 

(1)  Three members representing labor unions to be appointed by the:

 

(A)  United Public Workers;

 

(B)  Hawaii Government Employees Association; and

 

(C)  International Longshore and Warehouse Union, Local 142;

 

(2)  One member representing the Hawaii Health Systems Corporation Board of Directors to be appointed by that board;

 

(3)  Five members representing the Hawaii Health Systems Corporation's five regional system boards of directors to be appointed by the respective regional system boards;

(4)  Three members representing the business community to be appointed one each by the Governor, the President of the Senate, and the Speaker of the House of Representatives;

 

(5)  Two members of Hawaii Health Systems Corporation medical staff leaders to be appointed by the Hawaii Health Systems Corporation Physician Leader Group;

 

(6)  One senator and one representative of the Legislature to be appointed by the President of the Senate and the Speaker of the House of Representatives, respectively;

 

(7)  The Director of Health; and

 

(8)  One member representing the Healthcare Association of Hawaii to be appointed by that organization; and

 

     BE IT FURTHER RESOLVED that the Hawaii Health Systems Corporation is requested to provide administrative, technical, and clerical support for the Blue Ribbon Panel; and

 

     BE IT FURTHER RESOLVED the Blue Ribbon Panel is requested to submit a report of any findings and recommendations, including any necessary proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Health, President of the Hawaii Health Systems Corporation, Chairperson of the Hawaii Health Systems Corporation Board of Directors, Chairperson of each regional system board of directors, Hawaii Health Systems Corporation Physician Leaders Group, State Director of the United Public Workers, Executive Director of the Hawaii Government Employees Association, President of the International Longshore and Warehouse Union, Local 142, and President of the Healthcare Association of Hawaii.
