HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE GOVERNOR NOT TO ADDRESS THE 2009 FISCAL YEAR BUDGET SHORTFALL BY REDUCING OR RESTRICTING THE DEPARTMENT OF EDUCATION’S AND UNIVERSITY OF HAWAII’S CURRENT APPROPRIATIONS.

 

 


            WHEREAS, the Governor has proposed to reduce or restrict the Department of Education’s current fiscal year appropriation by $90,900,000, and the University of Hawaii’s appropriation by $29,400,000 to address the Council of Revenues' projected reduction in revenues for this fiscal year; and

 

     WHEREAS, pursuant to the American Recovery and Reinvestment Act of 2009, the Governor is expected to receive funds from the federal government through the State Fiscal Stabilization Fund (SFSF) program; and

 

     WHEREAS, the Governor has proposed to apply for $130,300,000 in State Fiscal Stabilization Funds (SFSF) pursuant to the American Recovery and Reinvestment Act of 2009, to replace these reduced or restricted funds; and

 

     WHEREAS, the Governor’s plan will leave only $36,900,000 in SFSF funds to replace the current executive budget and legislative reductions of over $100,000,000 to both the Department of Education and University of Hawaii budgets for the 2009-2011 fiscal biennium; and

 

     WHEREAS, as a condition for receiving SFSF funds, the Governor is expected to allocate SFSF funds to advance essential education reforms to benefit students from early learning through post-secondary education, including such uses as college- and career-ready standards and high-quality, valid, and reliable assessments for all students, development and use of pre-kindergarten through post-secondary and career data systems, increasing teacher effectiveness and ensuring an equitable distribution of qualified teachers, and turning around the lowest-performing schools; now, therefore,

     

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Governor is requested not to address the 2009 fiscal year budget shortfall by reducing or restricting the Department of Education’s and University of Hawaii’s current appropriations, but, with the Legislature, Department of Education, and University of Hawaii, develop a plan to use the SFSF funds to stabilize funding for the Department of Education and University of Hawaii for the 2009-2011 fiscal biennium; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Director of Budget and Finance, Chairperson of the Board of Education, Superintendent of Education, Chairperson of the University of Hawaii Board of Regents, and President of the University of Hawaii.
