Sir:

 

     Your Committees on Health and Public Safety, to which was referred H.B. No. 317 entitled:

 

"A BILL FOR AN ACT RELATING TO MOBILE MEDICAL CARE,"

 

beg leave to report as follows:

 

     The purpose of this bill is to appropriately respond to the effects of vog on the Hawaii island community by:

 

     (1)  Requiring the Kona Community Hospital to establish a Mobile Medical Van Program to provide basic medical clinical services to South Kona, Kaś, and upper Puna areas of the County of Hawaii; and

 

     (2)  Appropriating $500,000 from federal Homeland Security Grant Program funds to purchase a mobile medical van, and for planning and equipment to provide medical care services.

 

     A member of the Hawaii County Council, the Hawaii Medical Service Association, Kaś Farm Bureau, and several concerned individuals testified in support of this bill.  The Department of Defense and Department of Health opposed this measure.  The Department of Land and Natural Resources, a member of the Hawaii County Council, and a concerned individual offered comments.

 

 

 

     As affirmed by the records of votes of the members of your Committees on Health and Public Safety that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 317 and recommend that it pass Second Reading and be referred to the Committee on Finance.
