RELATING TO RENEWABLE ENERGY FACILITIES.

Proposed HD1:  Allows the development of renewable energy facilities on conservation and agricultural districts and special management areas; provided that the facilities comply with all applicable regulatory laws. (Proposed HD1)

RELATING TO PRIVATE AGRICULTURAL PARKS.

Allows owners of contiguous parcels within the agricultural district to establish private agricultural parks registered with the Department of Agriculture.  Specifies activities within a private agricultural park. (HB1351 HD1)

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Excludes the installation and development of infrastructure and utilities within a public right-of-way or highway as the use of state or county lands for purposes of requiring an environmental assessment.

RELATING TO RENEWABLE ENERGY FACILITIES.

Exempts renewable energy facilities from subdivision  requirements; defines "subdivision requirements".

Shortens time within which a state or county agency may process and approve or deny any permit plan application for a renewable energy facility.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
