RELATING TO STATE REVENUES.

Adds a $5 surcharge to the fee charged by a state agency for certain services.  Requires the surcharge to be deposited into the general fund.

Conforms with the extended bonus depreciation and small business expensing provisions of the Internal Revenue Code.

Establishes a state securitization account within the Department of Accounting and General Services.

RELATING TO TAXATION.

Establishes an amnesty for delinquent income tax obligations, provides equitable relief in certain tax situations, and places the burden of proof on the department of taxation in certain circumstances.

RELATING TO CONFORMITY OF THE HAWAII INCOME TAX LAW TO THE INTERNAL REVENUE CODE.

Provides a short form measure for conforming amendments to the Hawaii income tax law based upon amendments to the Internal Revenue Code for calendar year 2008.

Status

RELATING TO TAXATION.

Increases the cigarette tax from 10 cents per cigarette to 14 cents per cigarette beginning July 1, 2009.

Status

RELATING TO STATE GOVERNMENT.

Creates temporary exemptions in procurement, rule-making, and employment statutes for programs, services, and benefits using funds allocated to the State by the American Recovery and Reinvestment Act of 2009.

DECISION MAKING TO FOLLOW

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
