RELATING TO PROCUREMENT.

Requires all offerors and subcontractors for construction contracts subject to the state public procurement code, to maintain or participate in a bona fide, state-approved apprenticeship program at the time of general bidding for a period of not less than 6 months.

RELATING TO PUBLIC WORKS.

Establishes requirements for contractors who bid on state construction projects.  Establishes penalties for non-compliance with such requirements.

RELATING TO CONTRACTORS.

Authorizes the Contractors License Board to suspend, revoke, or refuse to renew a contractor's license for employing a worker on a public work project who is ineligible to work in the United States under federal law.

RELATING TO PUBLIC WORKS.

Requires that the collective bargaining agreement be submitted to the director of labor and industrial relations in order for the terms in the agreement to dictate the prevailing wages with regard to a project financed through the issuance of a special purpose revenue bond.

Status

RELATING TO LABOR.

Requires a certified copy of a fringe benefit reporting form supplied by the department of labor and industrial relations to be submitted weekly to the governmental contracting agency for review on public works projects. Requires an an itemized list of fringe benefit costs paid for each employee by the general contractor or subcontractor to laborers and mechanics on public works projects.

Status

RELATING TO LABOR.

Certifies entities as exclusive representatives absent an election where no other representatives are certified as the exclusive bargaining representatives.  Requires immediate collective bargaining between parties once entities are certified as exclusive representatives.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
