RELATING TO THE ARTS.

Authorizes use of bond proceeds deposited into State's works of art special fund to support operations of culture and art organizations.  Provides financial assistance for Bishop Museum and Iolani Palace for the acquisition and costs associated with works of art.  Defines "works of art" to include, among other things, permanent displays of arts and live performances.

Status

RELATING TO STARLIGHT RESERVE.

Requires department of business, economic development, and tourism, assisted by a temporary advisory committee, to develop a statewide starlight reserve strategy, including an intelligent statewide lighting law, to preserve the quality of the night sky and its associated cultural, scientific, astronomical, natural, and landscape-related values.  Takes effect June 30, 2050.

Status

RELATING TO NON-GENERAL FUNDS.

Proposed HD1:  Transfers excess balances from various non-general funds; repeals central service and administrative fee exemptions for non-general funds; transfers interest earnings of non-general funds to the general fund; redistributes conveyance tax revenue.
