Proposes a constitutional amendment to provide that relevant evidence may never be excluded in criminal cases, except pursuant to law.

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Requires the small business regulatory review board to identify rules that shall be amended or repealed to conform to the repeal of related statutes.  Directs the board to work with state agencies to develop a procedure for expediting the amendment or repeal of rules when the changes are required only to comply with the repeal of statutes.  (HB1622 HD1)

Authorizes motor vehicle towing companies to add the general excise tax to the fees charged to the owner of a motor vehicle left unattended on private or public property.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION, RELATING TO THE DISPOSITION OF PROJECTED EXCESS REVENUES.

Routes a portion of projected increases in general fund revenues to emergency and budget reserve fund established by law.  Sets 7% as the percentage that triggers the disposition.

Organizes, clarifies, updates, and recodifies campaign finance laws.

RELATING TO CAMPAIGN CONTRIBUTIONS.

Prohibits a corporation or company from making campaign contributions directly from its treasury to a candidate, candidate's committee, noncandidate's committee, or political party.  Permits a corporation or company to make a contribution of no more than $25,000 from its treasury to one noncandidate committee established by the corporation or company.  Allows a corporation's or company's noncandidate committee to make campaign contributions to candidates, candidate committees, other noncandidate committees, and political parties in accordance with existing law.
