Makes permanent HTSB's authority to temporarily suspend its rules in extenuating circumstances. Makes permanent HTSB's authority to amend licensing-related fees and set or amend other charges related to the performance of HTSB's duties. Requires HTSB, DOE, and the Charter School Administrative Office to implement interim policies and procedures for the mutual sharing of data necessary for licensing and verifying the status of teachers. Repeals the July 1, 2009 "sunset" date in Act 197, Session Laws of Hawaii 2007, which establishes the offense of theft of copper, documentation requirements when copper is sold to a scrap dealer, and related penalties.
