Increases the membership on the Hawaii Teacher Standards Board. Requires HTSB to submit its annual report to BOE. Authorizes HTSB to determine the manner in which licensing fees are collected. Authorizes HTSB to adopt, amend, repeal, or suspend its policies and standards. Authorizes HTSB to grant additional licensing extensions through June 30, 2010. Makes permanent HTSB's authority to temporarily suspend its rules in extenuating circumstances. Makes permanent HTSB's authority to amend licensing-related fees and set or amend other charges related to the performance of HTSB's duties. Requires HTSB, DOE, and the Charter School Administrative Office to implement interim policies and procedures for the mutual sharing of data necessary for licensing and verifying the status of teachers.
