A BILL FOR AN ACT


 

 

relating to west oahu.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The office of planning shall examine and review the city and county of Honolulu's revised Ewa development plan to evaluate and determine if the plan sufficiently addresses whether the infrastructural needs of the rapidly developing West Oahu area are adequately met.  The office of planning shall ensure that the Ewa development plan:

(1)  Is consistent with statewide goals, objectives, and policies;

(2)  Addresses the capacity of the Ewa region to support projected increases in resident populations, including the infrastructural capacity of:

(A)  Freeways;

(B)  Highways;

(C)  Roads;

(D)  Connectivity; and

(E)  Water;

(3)  Adequately provides for protection of the pueo (Hawaiian owl);

(4)  Adequately provides for the protection of open space and important agricultural lands;

(5)  Accounts for the collective traffic impact for all development in the leeward coast including existing and future development, as opposed to piecemeal analysis of traffic impact for each development project that is approved;

(6)  Adequately provides for the preservation of historical entities and sites; and

(7)  Provides for any other matters, issues, and considerations deemed appropriate.

     (b)  In reviewing the Ewa development plan, the office of planning shall consult with:

     (1)  The Ewa neighborhood board;

     (2)  The land use commission;

     (3)  University of Hawaii;

     (4)  The city and county of Honolulu;

     (5)  Elected officials representing the region; and

     (6)  Any other agency, as necessary.

     (c)  The office of planning shall submit a report of its findings and recommendations, including proposed legislation if applicable, to the legislature no later than twenty days prior to the convening of the regular session of 2010.

     SECTION 2.  This Act shall take effect upon its approval.
