A BILL FOR AN ACT

 

 

relating to public utilities.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 269, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§269-    Voltage regulation technologies.  (a)  Public utilities providing electricity services may recover costs and earn a fifteen per cent rate of return from ratepayers on investments in and installations of voltage regulation technologies that:

     (1)  Reduce energy consumption;

     (2)  Improve grid access;

     (3)  Raise or lower voltage dynamically; and

     (4)  Are ninety-nine per cent or more efficient across at least ninety per cent of the load curve.

     (b)  The public utilities commission may adopt rules, pursuant to chapter 91, necessary for the purposes of this section."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
