HOUSE CONCURRENT
RESOLUTION
ENCOURAGING THE CONTINUED SUPPORT OF NATIVE HAWAIIAN PROGRAMS AND ORGANIZATIONS.
WHEREAS, over the last thirty years, Hawai‘i has seen the creation of many Native Hawaiian programs and organizations that benefit Native Hawaiian children, such as Kanu o Ka ‘Āina, Nā Pua No‘eau, and Ka‘ala Farms; and
WHEREAS, these organizations are often run by Native Hawaiians, for the benefit of Native Hawaiians, and thereby become viable employers and service providers for Native Hawaiians; and
WHEREAS, Native Hawaiian organizations have always struggled to obtain the resources necessary for their programs to achieve their full potential, and in these difficult economic times, resources are becoming more scarce; and
WHEREAS, the well-being of Native Hawaiian children, kūpuna, and communities are dependent upon the continuation of these long-standing and successful programs; and
WHEREAS, it is believed by many that Native Hawaiians are best suited to serve their own communities; and
WHEREAS, Native Hawaiian organizations are currently required to compete with companies and organizations from the mainland for resources designated for their communities; and
WHEREAS, in order for Native Hawaiian communities to achieve self-determination and self-reliance, the continued development of economically, culturally, and socially successful entities is vital; and
WHEREAS, Native Hawaiian communities should be able to determine where their resources are allocated; and
WHEREAS, preference policies exist for Native Hawaiian businesses and organizations in some areas of federal procurement; and
WHEREAS, research initiatives are most beneficial for the Native Hawaiian community when they are open and collaborative; and
WHEREAS, the cost of research should not come at the expense of operating programs; and
WHEREAS, Native Hawaiian programs, when adequately funded, are highly capable of operating programs and conducting assessments simultaneously; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Legislature encourages the continued support of Native Hawaiian programs and organizations; and
BE IT FURTHER RESOLVED that the Legislature encourages federal, state, and county agencies to develop and expand procurement preference policies for Native Hawaiian programs and organizations; and
BE IT FURTHER RESOLVED that the Legislature encourages sole-source contracting, grant awarding, or both for Native Hawaiian businesses and organizations that benefit Native Hawaiians; and
BE IT FURTHER RESOLVED that the Legislature encourages the expansion of resources allocated to Native Hawaiian programs and initiatives; and
BE IT FURTHER RESOLVED that the Legislature encourages programs and initiatives related to Native Hawaiians, particularly research initiatives, to strive to operate efficiently and to maximize collaboration in their dealings with one another; and
BE IT FURTHER RESOLVED that the Legislature supports Native Hawaiian programs and initiatives that are demonstrably successful at balancing the priorities of program operations and research; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Mayor and the Chairperson of the Council of each county, the members of Hawaii's congressional delegation, the Hawaiian Civic Club of Honolulu, the Native Hawaiian Chamber of Commerce, and the Native Hawaiian Chamber of Commerce of Maui.
