HOUSE CONCURRENT

RESOLUTION

 

 

requesting THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO WORK WITH the Hawaii Law Enforcement Memorial Foundation, THE COUNTY POLICE DEPARTMENTS, THE department of public safety, THE UNITED STATES MARSHAL for the district of hawaii, THE STATE OF HAWAII ORGANIZATION OF POLICE OFFICERS, and the CONCERNS OF POLICE SURVIVORS INCORPORATED, TO plan and construct A HAWAII STATE LAW ENFORCEMENT MEMORIAL.

 

 

 


     WHEREAS, since the first recorded police death in 1792, there have been more than eighteen thousand two hundred law enforcement officers killed in the line of duty in this country; and

 

     WHEREAS, there are more than nine hundred thousand sworn law enforcement officers, twelve per cent of whom are female, now serving in the United States; and

 

     WHEREAS, of the officers who sacrificed their lives during the past one hundred years, sixty per cent of them served with municipal departments, eighteen per cent were county officers, fifteen per cent served with state agencies, five per cent were federal officers, and two per cent served with agencies from United States territories; and

 

     WHEREAS, a total of 1,671 law enforcement officers died in the line of duty during the past ten years, an average of one death every fifty-three hours or one hundred sixty-seven deaths per year; and

 

WHEREAS, there were a total of sixty-five law enforcement officers killed in 2009; and

 

     WHEREAS, fifty law enforcement officers have lost their lives in the line of duty in Hawaii according to the National Law Enforcement Officers Memorial Fund; and

 

     WHEREAS, several states have erected memorials honoring local law enforcement personnel who have died in the line of duty, including California, Oregon, Florida, Michigan, Oklahoma, Missouri, and Kentucky to name a few; and

 

     WHEREAS, with the construction of a Hawaii State Law Enforcement Memorial, the Legislature, along with the families of fallen officers, will forever honor their service, which was selflessly given to the people of Hawaii; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Department of Accounting and General Services is requested to work with representatives, or their designees, from the Hawaii Law Enforcement Memorial Foundation, the county police departments, the Department of Public Safety, the United States Marshals Service, the State of Hawaii Organization of Police Officers, the Concerns of Police Survivors, Inc., the Chairperson of the House of Representatives Committee on Public Safety, and the Chairperson of the Senate Committee on Public Safety and Military Affairs to plan and construct the Hawaii State Law Enforcement Memorial to be located on the grounds of the Hawaii State Capitol; and

 

     BE IT FURTHER RESOLVED the Legislature requests that:

 

(1)  The memorial honor law enforcement personnel who at the local, state, and federal levels of government, while in the line of duty, made the ultimate sacrifice to serve and protect the people of Hawaii;

 

(2)  The memorial call attention to the bravery and everyday public service that law enforcement officers demonstrate in the line of duty;

 

(3)  The memorial should be perpetual; and

 

(4)  Private funds should be solicited and used for the memorial's construction; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to coordinate, and consider constructing the memorial on the Diamond-Head side of the State Capitol, and maintain the memorial; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to submit a report on its plans, including findings, recommendations, projected costs, and any implementing legislation, to the Legislature no later than twenty days before the convening of the Regular Season of 2011; and

 

     BE IT FURTHER RESOLVED that copies of this Concurrent Resolution be transmitted to the Hawaii Law Enforcement Memorial Foundation, the Governor, the Comptroller, the county police chiefs, the Director of Public Safety, the United States Marshal for the District of Hawaii, the Director of the State of Hawaii Organization of Police Officers, and the President of the Concerns of Police Survivors, Inc.
