HOUSE CONCURRENT

RESOLUTION

 

 

STRONGLY URGING THE GOVERNOR, THE BOARD OF EDUCATION, the department of education, AND THE HAWAII STATE TEACHERS ASSOCIATION TO REOPEN NEGOTIATIONS TO REDUCE FURLOUGH FRIDAYS.

 

 

 


     WHEREAS, in order to compete in the global economy, Hawaii's students must have adequate classroom time to be able to meet high academic standards; and

 

     WHEREAS, in collective bargaining negotiations the Board of Education and the Department of Education, together with the concurrence of the Governor, representing management, and the Hawaii State Teachers Association (HSTA), representing teachers, agreed to a two year contract that resulted, in part, in 17 furlough days and 163 teaching days; and

 

     WHEREAS, the agreement was subsequently ratified by a vote of HSTA members; and

 

     WHEREAS, the contract is now before the Legislature for funding; and

 

     WHEREAS, 163 teaching days gives Hawaii the shortest school year in the nation, thereby adversely impacting the education of our students; and

 

     WHEREAS, in addition, the furlough days financially burden the working families of Hawaii since parents must consider missing work, paying for child care or making other arrangements for their supervision; and

 

     WHEREAS, Governor Lingle has proposed and the House of Representatives as expressed in HB2963, both support using the Emergency Budget Reserve Fund to reduce furlough days; and

 

     WHEREAS, to ensure the proper education for the students of Hawaii, it is critical that both management and labor return to the bargaining table and negotiate a contract to reduce furloughs and increase instructional days; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Board of Education and the Department of Education, in concurrence with the Governor, and the Hawaii State Teachers Association are strongly urged to return to the bargaining table to reopen negotiations with the intent to reduce furloughs and increase instructional days; and

 

                BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chair of the Board of Education, the Superintendent of Education, the President of the Hawaii State Teachers Association, and the Governor of the State of Hawaii.
