Requires health insurers to promptly pay claims for services to medicaid recipients, by repealing the exemption for medicaid claims from the clean claims law.  Requires the State to pay interest on delayed payments.  Takes effect July 1, 2050.  (SD1)

Exempts motor vehicle sun screening regulation from application to transparent sun screening materials applied to AS-1 portion of windshield which comply with the Federal Motor Vehicle Safety Standard 205.  (SD1)

RELATING TO INTOXICATING LIQUOR.

Authorizes liquor commissions to regulate BYOB establishments by issuance of permits.  Requires adoption of rules regarding permit applications, fees, and renewals.  Authorizes liquor commission to enforce liquor laws regarding BYOB establishments.  Limits noise levels of BYOB establishments.  Allows customers to bring home an unfinished bottle of wine that the customer brought into the establishment.  Prohibits restrictions on hours of consumption on unlicensed premises. (SD1)

RELATING TO ACTIVITY DESKS.

Establishes record keeping requirements for client trust accounts held by activity desks.  Clarifies that activity desks shall include registration numbers on all advertising materials.  Prohibits an activity desk from failing to obtain full payment for activities prior to or at the time activity reservations are booked or placed with the activity provider, or within three business days, except where the reservation specifically provides for direct payment of the amounts owed.  (SD1)

RELATING TO INSURANCE.

Requires health insurers and like entities to offer at least the same drug coverage to the insured that the insured had under the insured's previous policy with a different insurer or like entity.  Effective 7/1/50.  (SD1)
