The purpose of this joint informational briefing is to review the concerns relating to the homeless arrivals to Hawaii which has caused substantial strain to the current services for Isle homeless. The briefing will also look at the "chronic homeless" issue and discuss the "Housing First Pilot Program" which was passed by the Legislature last month, to address the chronic homeless. Another concern by the DHS Welfare Branch is the difficulty in prosecuting public housing fraud – which is the evidence required to confirm a household over the income and asset limit for such public housing.
The briefing will review barriers to housing for Hawaii's homeless and seek to explain the major reasons for homelessness in Hawaii. Finally, the briefing will summarizes the foregoing concerns and seek to identify viable solutions to better address services and housing for the homeless in Hawaii.
The following organizations have been invited to participate in this briefing:
State Department of Human Services, Hawaii Public Housing Authority, Rental Housing and low-income Housing programs, United State Department of Housing and Urban Development, the Institute for Human Services, Waikiki Health Center, University of Hawaii's Center on the Family, DHS Welfare Fraud Branch, agencies and faith based organizations which receive state funding to address homelessness and other related human services or housing providers of emergency and transitional housing.
