RELATING TO MORTGAGE FORECLOSURES.
Requires foreclosing lenders to notify their mortgagors about credit counseling no later than thirty days prior to foreclosure; if promissory note and mortgage document are requested foreclosure is prohibited until they are provided; sets seventy per cent of fair market value of the property plus any senior liens or encumbrances as the fair and reasonable price for public auction of foreclosed property.  Effective January 1, 2050.  (SD1)

RELATING TO TRAUMA.
Amends the definitions of "peer review committee" and "quality assurance committee" to include committees established by the department of health; permits the department of health to establish peer review and quality assurance committees to examine trauma care and provides those committees with statutory protection from discovery.  Effective upon approval.  (SD1)

RELATING TO ANATOMICAL GIFTS.
Establishes that any response other than an express refusal by a person or persons authorized to amend or revoke a decision to make an anatomical gift will prohibit the amendment or revocation of the decision to make an anatomical gift.  Effective December 1, 2050.  (SD1)

RELATING TO FIREWORKS.
Establishes a cause of action to abate the illegal purchasing, selling, possession, setting off, igniting or discharging of fireworks.  Allows the court to order the closure of any place used in violation of the fireworks law.  Allows for the forfeiture of property used in violation of the fireworks law.  Effective December 21, 2058.  (SD1)
