Creates an ocean board to develop and implement, in consultation with relevant county, state, and federal agencies, a pilot project as a precursor to a comprehensive ocean zoning master plan that incorporates ideas from the traditional ahupua`a system and the Hawai`i Ocean Resources Management Plan, and addresses user conflicts in Hawaiian ocean waters through the designation of discrete ocean zones for Maunalua Bay.

Clarifies that the rules of a private condominium entity shall not render a solar energy device more than twenty-five per cent less effective, increase the cost of installation, maintenance, or removal of a solar energy device, or require an encumbrance on title because of the placement of the solar energy device.

Changes the period when fireworks may be legally used on Chinese New Year and clarifies certain fireworks penalties.  Also specifies that state law enforcement officers may enforce the fireworks law, increases the penalties for articles pyrotechnic shipments, and establishes an enforcement rewards and illegal fireworks reporting program.

Authorizes a temporary restraining order to remain in effect for 90 days or until service of a protection order, whichever occurs first.  Provides for protective orders issued orally in court to be effective upon service of the respondent.

Requires the impoundment of the vehicle used by the defendant for highly intoxicated drivers and repeat offenders.  Institutes a one-year mandatory prison for offenders who have two prior convictions for DUI.  Requires alcohol treatment for repeat offenders.
