A BILL FOR AN ACT

 

 

relating to state parks.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 184, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§184-     Public meeting; park management contracts.  (a)  This section shall apply to all requests for proposals issued by the department for contracts for the management of a state park or the management of any state parks programs or activities within a state park.

     (b)  The department shall hold a public meeting, prior to the issuance of a request for proposals, for the purpose of obtaining community input on the department's intentions and goals in contracting for the services.  The public meeting shall be held at the earliest practicable point in the development of the request for proposals, and in any event, no later than thirty days prior to the issuance of the request for proposals.

     (c)  The department shall provide notice at least ten days prior to the public meeting, and the notice shall be published in a newspaper of general circulation in each county in which any park affected by the contract issued pursuant to the request for proposals is located.  The notice shall set forth:

     (1)  The state park or parks affected by the contract;

     (2)  The services intended to be covered by the contract to which the request for proposals relates;

     (3)  The anticipated changes to any state parks programs or activities;

     (4)  The purpose of the public meeting; and

     (5)  The time, date, and place of the public meeting where written or oral testimony may be submitted."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
