HOUSE CONCURRENT

RESOLUTION

 

 

requesting a management and financial audit of the hawaii public housing authority.

 

 

 


     WHEREAS, the Hawaii Public Housing Authority was established to provide affordable housing and shelter to Hawaii residents without discrimination; and

 

     WHEREAS, only with efficient management, prudent expenditures, and accurate accounting can the Hawaii Public Housing Authority effectively carry out its mission; and

 

     WHEREAS, Act 178, Session Laws of Hawaii 2006, was enacted to measure all revenues generated by lands in the public trust by requiring any department or agency that uses or manages public lands to report, on an annual basis, all receipts from public trust lands to the Department of Land and Natural Resources; and

 

     WHEREAS, though the Hawaii Public Housing Authority is subject to Act 178, the Department of Land and Natural Resources has not received a revenue report for the fiscal years 2006-2007 and 2007-2008, and reported to the Legislature that in 2008 that:

 

"According to its [Hawaii Public Housing Authority's] Fiscal Office, the accounting system has been unreliable for the last several years, and is not capable of producing an accurate report.  They are in the process of reconstructing their books from scratch";

 

and

 

     WHEREAS, it is unclear whether the Hawaii Public Housing Authority has completed this process or has ever submitted a completed revenue report to the Department of Land and Natural Resources; and

 

     WHEREAS, the lack of readily available or accurate information on the Hawaii Public Housing Authority's revenues, and the failure to comply with Act 178 raises serious concerns; and

 

     WHEREAS, among other things, an audit of the Hawaii Public Housing Authority would help to verify any concerns arising from a defective reporting system and the lack of information regarding the Hawaii Public Housing Authority's financial situation; and

 

     WHEREAS, an audit is further necessary to recommend ways to address any concerns or problems, maximize management and staff efficiency, and ensure the prudent use of resources; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Office of the Auditor is requested to perform a management and financial audit of the Hawaii Public Housing Authority from the fiscal year 2006-2007 to the present; and

 

     BE IT FURTHER RESOLVED that the Office of the Auditor is requested to specifically address the Hawaii Public Housing Authority's noncompliance with Act 178 and any other issues it deems necessary to achieve the purpose of the audit; and

 

     BE IT FURTHER RESOLVED that the Office of the Auditor submit a report of its findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the State Auditor, Director of Land and Natural Resources, and Chairperson of the Hawaii Public Housing Authority.
