HOUSE RESOLUTION

 

 

requesting the department of health to ADOPT rules limiting the possession of pet animals.

 

 

 


     WHEREAS, pet animals are dogs, cats, domesticated rabbits, guinea pigs, domesticated pigs or caged birds not bred for consumption; and

 

     WHEREAS, current animal hoarding statute allows the ownership of up to 15 cats and dogs, but does not address the ownership of fewer than 15 pet animals when the pet animals are not properly cared for; and

 

     WHEREAS, properly caring for pet animals becomes increasingly challenging as the number of pet animals owned increases; and

 

     WHEREAS, improper care of pet animals, including failure to properly dispose of pet animal waste, creates a nuisance in the community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Health is requested to adopt rules to limit the possession of pet animals whose improper care creates a nuisance; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Health.
